1. Position Purpose

The Technical Advisor provides expert technical support, inspection oversight, and quality assurance for rehabilitation, maintenance, and commissioning activities in RASEP’s gas and thermal power projects.

The role ensures that all mechanical, electrical, and I&C works are performed in compliance with OEM standards, project specifications, and RASEP quality and safety requirements. The position also supports site assessments of power plants across Iraq to evaluate operational conditions, identify technical needs, and develop RASEP’s repair and modernization proposals.

2. Key Responsibilities

  • Conduct site inspections and technical evaluations of power generation equipment (gas turbines, steam turbines, generators, and auxiliaries).
  • Verify compliance of maintenance and rehabilitation activities with approved technical procedures and OEM standards.
  • Provide on-site technical guidance to engineers, supervisors, and technicians during major overhauls, start-up, and commissioning.
  • Review inspection and test plans (ITPs), method statements, and quality checklists for all disciplines.
  • Ensure inspection documentation, calibration records, and certificates are properly maintained and validated.
  • Identify deviations or nonconformities during inspection and coordinate corrective actions with project teams.
  • Participate in pre-commissioning and commissioning tests, ensuring system functionality and acceptance criteria are met.
  • Support condition assessments of existing power plants, prepare inspection reports, and recommend necessary rehabilitation actions.
  • Assist in root cause analysis (RCA) for equipment failures and propose technical solutions to enhance performance and reliability.
  • Review OEM manuals, drawings, and technical bulletins to validate maintenance and repair methodologies.
  • Contribute to RASEP’s capability development by providing technical inputs for proposals, rehabilitation scopes, and spare part specifications.
  • Provide mentorship and on-the-job technical training to junior engineers and technicians.
  • Ensure full adherence to RASEP’s HSE policies, quality procedures, and permit-to-work systems during field activities.

3. Qualifications

  • Bachelor’s degree in Mechanical Engineering.
  • Minimum 10 years of experience in the power Generation Sector, O&G, Gas and Steam industrial Turbines, heavy mechanical Drivers, inspection, maintenance, or commissioning within gas and thermal power plants.
  • In-depth knowledge of different turbine manufacturers, auxiliaries, and control systems.
  • Experience with OEM drawings, P&ID, procedures, and standards (e.g., Siemens, GE, Rolls-Royce, Alstom).
  • Familiarity with inspection and quality standards (ISO 9001, ASME, API, IEC, and NFPA).
  • Strong understanding of maintenance methodologies, alignment, calibration, and testing procedures, Borescope.
  • Proficiency in report writing, documentation, and use of technical measurement tools.
  • Excellent communication skills in Arabic and English.
